Contents are protected by slowly evaporating moisture/corrosion proofing (VCI). Only open the package for use or inspection. After opening, the corrosion protection needs renewed. This is usually with VCI impregnated packaging paper.
Sounds like a chemically (VCI) treated paper which displaces moisture by the chemical evaporating from the paper, not unlike the little slips of paper often found in plastic bags with gun parts.
