I turned on c-spann yesterday and caught the tail end of a discussion on the senate floor about wether "home"
biult firearms should be covered under the second ammendment. anybody have any info on this?

First good for you for watching C-Span, it is one of the best channels, the "Washington Journal" every morning offers great information and guests and they balance it with the guests that are invited, so there is zero bias.
Try their website www.C-span.org, or a google search, granted a lot of nutty things are said for "the record" on the floor of the Congress (in both chambers) that never go anywhere, but it is always wise to keep an eye out
