does anyone know if the allegheny dummy can have a belt put in?

Woody, being not even close to an expert on the "dummy" 34 receivers currently on the market I would have to say yes the belt w/rounds should fit. Whether the receiver is solid internal hopefully will not have any effect on the feed tray & top covers ability to close with a loaded belt.

I used to have a dummy receiver from Alleghenny Arsenal,which I sold to Tom R. The belts will work and it also fitted the top feed cover.
