i bought a 100% WLA receiver and just got around to fitting the butstock piece in, i ground down in the proper spots so it would fit in the receiver per the link on parrots tutorial, however it has a very slight cant to the right.
is this somewhat normal?

"very slight cant to the right" = how far? Can you see it with Eyeball 1.0? Or is it noticeable only with a ruler?

Is it off-center due to welding?

If it is, then the more important thing to ask is whether or not the buffer is centered inside the receiver? If it is off-center, it could affect the function of the ejector since the ejection relies on the bolt carrier moving all the way back to push against the buffer, which in turn pushes against the ejector assembly.

Without the spring, you should have no resistance moving the carrier back by hand. If you feel some rubbing, you may be able to camfer the edge of the buffer to be more curved like the Yugo design. If it is only slightly off, that may be enough to let it function. If it is off too far, then you would be best to redo the weld.

But like I said, if it is only off a little bit, I wouldn't worry about it unless it *really* bothers you.

it does not bother me much as it will rest centered but if pressed it has a tendency to be off center, say when shouldering the stock.
It is a yugo m53 kit on the WLA 100% receiver,it came with all the parts welded in, rails included as i got their "overdone" last receiver they had.
i am to the point where i have the stock on, rails on, bolt slides freely, front cone assembly fits in and has marks to line it up, and just need to build a jig to hold the frame aligned for the initial weld.

I don't know if they are all like that,but I have noticed on two yugos that the buttstock feels a bit loose,even when the buffer it self is OK. Check to be sure the buffer is straight.The loose buttstock I fixed the same way as you adjusted the buffer,small spot welds ground down to fit.The cam piece flats are another example.Let us know how you make out. ---bil
