Buffer question

Does anyone know what the purpose of the buffer sleave is? I'm talking about the sleave that goes over the buffer bolt and under the buffer spring. It looks like a very large roll pin. On one of my buffers, this sleave is loose, and slides back and forth along the buffer bolt rather easily. It makes...

If it were my gun, I would replace the recoil spring, the recuperator spring, and all the pawl springs in the feedblock. Old tired springs cause a lot of issues. New springs are cheap, and easy to replace. I would start there.
