I would suggest that you send a sample to the BATFE tech branch. You have to remember that these guys have determined a shoe string is a machinegun. They could also look at the guys here with intent to make a MG.

CHECK OUT 1919a4.com on the HALO thread. BATF is at it again, after many years the so called 80% 1919a4 side plates are NOW firearms!!! What do you think that is going to do to the MG42???? :shock:

Before you get too far into it remember the m53 and mg42 receivers are not compatible at the ass end so recoil buffer and stocks are not interchangeable between the two. I think most of the kits people have are m53 so think about designing it after that. I don't know all the details other than what I've read on this site.

Yes, the MG42 and M53 butt & buffer pieces will not interchange, but the M53 B&B assbly will fit in a MG42 receiver.

This is a disturbing situation and could have an effect on our own builds. BATF has already confiscated one builder's 1919 side plate. Here's what he reports about the seizure on the 1919a4 web site:

"It would only take 'hand tools' to assemble into a weapon, and also didn't have a serial number from the manufacturer. That's what ATF Agent Tommy Ho told me. The fact that I had stamped my own serial number and my name and city onto the plate did not matter to them. If I had bought a 'registered' plate, (serial numbered by Halo) there would have been no problem, and they wouldn't have been visiting. Said that it was a semi auto plate, no problem there. Said that if it has been machined to the point that it can be assembled using only hand tools, as opposed to machining it, makes it a receiver. I asked him lots of questions, which he seemed to answer, but he didn't volunteer any information without my asking. I was polite, and so was he and his bodyguard. Fortunately, the plate was not assembled yet, so I'm only out the plate. I was using it to hold down 3 cases of 8mm so they don't roll around in the next earthquake. They do have Halo's records, and I'm in their home town, so that's why they visited me first.

Thats the facts, now the commentary.

My impression was that they want everyone buying through an FFL so they have a record of who has weapons. Home builders skirt this, and I'm sure that ATF feels unfulfilled by not kowing what everyone has. I can't recall the last time that anyone went berserk with a 1919a4 semi (or any registered machine gun either) so they wouldn't seem a high priority item to me. I told Agent Ho that just the week before, my son was at a gas station filling up, and in the garage bay was a car with the trunk open, selling handguns (no 10 day waiting period, the only background check being 'How much cash you got, man.') He didn't seem interested at all. Didn't ask what town, what gas station, nothing at all. So now you know."

I really don't know the implications of these actions for SA42/53 builders -- or for the die-cut receiver sections that Mauser wants to bring to market. Some of you are quite well versed in BATF regulations. What thinkest thou?

Ok, I have read the 1919-A4 forum information, 10 sheets. It was stated that the manufacturer (Halo) sent a "80%" side plate to the BATF and they sent it back without a determination. Verbally they told Halo that they only review assembled firearms"???". Halo has been making these side plates for 10 years (again from the forum). Now I have seen the letter on the Tapco underfolder AK flat stating that it wasn't a firearm and that was issued this year. Could it be that the BATF is making up new rules again? Also Would the BATF send a firearm (what they are defining the the "80%" side plate as) back the the manufacturer if it didn't have the proper identification on it? This sounds like this could be a big mess.

Wow. I just read the whole thread over at 1919. Brother does that sucks. Our wonderful gov. employees are at it again.
How would this affect an SA42 made from a scrapped receiver I wonder. It appears that the atf can make any rule that it wants whenever it wants.
This whole nonsense about a calling a piece of metal a firearm is getting out of hand.
We stopped the amnesty bill. Maybe a call to arms of the entire homebuilding community may bring about a court ruling that effectually reigns in the atf. Something has to be done before some poor soul resorts to violence and somebody gets hurt. Sooner or later someone ain't going to roll over.
I have no idea how to start a national investigation and engage the enemy as it were. One would think that there is a high-powered lawyer who would volunteer his or her services.
If the atf gets away with this, guess what they will be coming after next. They won't stop at 19194 rsp's.

Just remember that the ATF does NOT make the rules,it can only do that if we LET them.They will continue to make up rules until someone stands up to them.These'rules' are not in the law,they were never voted on,they are not even written.Since when can some government employee just say something is illegal and it becomes so? This country is sinking to new lows every day.They will get away with as much as we let them. ---bil

wow one guy talks government and it gets way out of hand with whats the current rules forgeting what the law is cause rules are bigger then laws i gess.as long as the receiver meets spec with the your law then all should be good.up here and really everywhere else ,law is the law .never heard of one guy changing rules around everyday depending on what mood hes in and if he got some that day .also i dont have to call it anything besides what it is "precision machined metal" .if someone wants to open the box thats what they will find ..

mauser, have you submitted your receiver to the atf? After dealing with them you may change your mind. I hope all goes well with you. "Laws are laws." Oh really? So Ottawa says you will no longer be allowed to go to church on Sun. Will you obey. After all it is the law. There are laws of men and there are laws of God. Today is Independence Day. The day our ancestors told your ancestor's King that they were no longer subjects of the KIng but free men under God. And we licked the best army in the world. And we created a document that recognized that the government derives it's power from us, the people, and that there certain unalienable rights derived from the Creator. Among these is the right to keep and bear arms. not only for our personable defense, but to enable us to resist a tyrannical government in order to maintain our freedom.
And as far as this mockery committed by the atf, I'm going to bend the ear of MY elected representative to investigate this matter. I helped elect him and I can also vote to replace him. That's what free men do. They don't say, "Well, it's the Law" and bend over and take it up the wazoo. If a law is unjust you work to have it changed. Or you choose civil disobediance just as our black brothers did to regain their rights as American citizens.
Anyway, I digress. I sincerely hope that you have your receiver approved by the atf. It will be a much needed addition to the homebuilders.

mauser, I really do hope the atf approves your receiver. It is something that is really needed. Nothing like competition you know.
I don't know if this is your first experience dealing with the Feds. As all of us can testify they can be very obtuse when they want ot be. In other words, a real pain in the butt. Especially the IRS.
