The limiting factor is how many people are licensed to build the gun. Most builders are home do-it-yourself types. Building a gun for someone else, even if it's just building (welding together) the receiver, requires a license. Most people with the necessary skills don't have an FFL manufacturer's l...

It's a whole lot easier with the tool. If you watch ebay, you'll see one for sale sooner or later. They show up about every 2 years. Really... not a common tool to find.

With the rear sight flap flipped rearward, the spring should reach from the rear of the receiver to the sight flap.

Can't say about the length of a new spring.

I'm guessing that the rub is only on one side of the brass? If so, it's from getting jammed into the barrel extension. In your first message, you say the problem has been with 8mm ammunition. A new feed pawl assy. may cure the problem if the springs are bad. The MG42 rarely has problems with pulling the belt into place.
